We support schools and academies in the promotion of positive attendance.

The Education Welfare Service (EWS) supports schools and academies in the promotion of positive attendance and provide a service where school attendance levels are a concern in line with the Education Act 1996. Statutory action will be considered in order to protect children’s rights to an education.

The Education Welfare Service is also responsible for the issuing of work permits, child performance licences and chaperone licences. 

It is understood that there is a correlation between poor attendance and under achievement and possible safeguarding concerns.

It is therefore essential that poor attendance is addressed, by schools, at the earliest possible opportunity.  

We are committed to supporting schools and the local authority in these duties and we also welcome contact from partner agencies and members of the public who have concerns about a child or young person who may not be in receipt of an education. 

In previous years the EWS charges were based on the cost of the service intervention to the local authority. The final costs; when compared to both Education Welfare Services in other local authorities and independent service providers in the private sector were competitive.  
  
The ‘take up’ by schools and academies was limited and it became apparent that the cost for effective attendance management was under estimated by schools when agreeing their 17/18 budget allocations.
 
This was also reflected in attendance data and some schools and academies experienced deterioration in their persistent absence figures, particularly in respect of pupil premium pupils.
 
In order to support schools with better attendance management, the EWS costs were significantly reduced and as our schools were aware we were able to offer the EWS package at a special introductory price.

The introductory price was an attractive package for all schools and academies in order to better support their attendance management work.


In order to continue to provide this support to Thurrock Schools and Academies the price will remain the same for academic year 2018-19.
